THE EAST & CENTRAL AFRICA SOCIAL SECURITY ASSOCIATION (ECASSA)

Launched in March 2007 in Kigali, Rwanda, the East & Central Africa Social Security Association (ECASSA) was formed with the main purpose of facilitating co-operation among member schemes in the promotion and development of Social Security and related matters in the region. With its current membership of over 20 social security schemes and still growing, its specific objectives are outlined in its Constitution, as follows:

  1. Providing a forum for dialogue among all social partners on matters of social protection.
  2. Conducting research and related studies in social security.
  3. Promoting social security awareness through training in the region.
  4. Fostering transparency, good governance and application of the best practices in the management and administration of social security amongst its members.

    ECASSA therefore aims at profiling social security a notch higher in the region.

TYPES OF MEMBERSHIP

Membership to ECASSA is not confined to the EAC member countries. The Association’s Constitution provides for membership from this sub-region as comprising but not limited to the EAC countries, Sudan, Democratic Republic of Congo and Zimbabwe. The current membership of over 20 schemes still growing and will soon embrace occupational schemes and Social Security Institution in Southern Sudan, Democratic Republic of Congo and Zimbabwe.

There are two types of membership to ECASSA.

  1. Affiliate Members: These are institutions which are mandatory social security schemes and are responsible for one or more aspects of social security.
  2. Associate Members: these are institutions whose objectives are compatible with Social Security Institutions but do not qualify to become Affiliate members such as the occupation schemes.

 WHAT ECASSA PROVIDES:

 As enumerated in the Association’s Strategic Plan, the Association is proud to offer the following:

  1. Information on matters of national and regional social security.
  2. Research findings/studies on matters of social security.
  3. Platforms on which to exchange experiences on social security administration and networking opportunities.
  4. Training/skills development on Social Security.

ANNUAL WORKSHOPS ON SOCIAL PROTECTION FOR POLICY MAKERS

In addition to its training programmers, ECASSA holds a workshop annually for Social Protection Policy Makers. Participants to this workshop have comprised Cabinet Ministers, Permanent Secretaries, CEOs of Social Security Institutions and other key technocrats in the field of Social Protection. ECASSA’s working documents from these workshops which crystallize into the following key issues;

  1. Need for each member state to develop a National Social Protection Policy.
  2. Need for Member States to implement ILO’s of the Social Protection Floor as Government Programme
  3. Need to expedite portability of benefits within the sub-region.
